It's possible to be accepted into a PhD programme without being enrolled into any subjects. The library systems are linked to student enrollments, so if you are in the system as a student (postgraduate or otherwise) you will need to be enrolled in at least one subject in order to have access to library services.
Contact your supervisor to see what your options are to make sure you are actually enrolled at JCU, not just "accepted".
