For your in text citation, cite the case with the party names in italics and the year. In your reference list you would put the more detailed citation:

Reference list format: Seng Swee Leng v. Wong Chong Weng (2011) SGCA 64 (Sing.).
The reason that there is an abbreviation for Singapore is that APA is an American style and uses country abbreviations when material from countries other than the USA is cited. Australian cases use (Austl.) for example. The list of abbreviations comes from the BlueBook, the standard guide for citing legal material in the USA.
