In APA style government resources are usually considered to have corporate authors so you would typically use the name of the government department as the author. Resources from government sources are treated the same as any resource of the same type, for example a report, or page on a web site. You need the same information, both in-text and in the reference list, as you would be required to provide for any resource.
The APA referencing guide provides further information and examples for using government resources.

For other styles of referencing, please consult the Referencing Guide and select your preferred referencing style, or contact the Library for further assistance.
